2025 Changes to the Citizenship Process

In August 2025, USCIS introduced two important changes that directly affect naturalization applications.


Both updates are tied to one of the key requirements for U.S. citizenship: showing good moral character.


Change #1: A Higher Standard for Good Moral Character

In the past, USCIS mainly checked that applicants did not have negative records, such as criminal convictions or immigration violations. Now, the standard is stricter. Applicants must actively prove they have good moral character—similar to the average U.S. citizen in their community.


Positive factors USCIS consider for citizenship:

Community contributions and volunteer work, family responsibilities, like raising children, steady employment and payment of taxes, length of legal residence in the U.S., etc.


Negative factors USCIS will examine more closely:

Criminal activity, including two or more DUI convictions, repeated or reckless traffic violations, registering to vote unlawfully, failure to pay child support, etc.


If someone had issues in the past, USCIS will look at whether the person has shown real change and rehabilitation.


Change #2: The Return of Neighborhood Investigations


USCIS announced it will bring back neighborhood investigations, a practice used from 1981 to 1991. This means immigration officers may:

  • Verify where you’ve lived and worked in the past five years.

  • Check that you actually live at the address listed in your application.

  • Ask neighbors or employers about your conduct.

  • Request letters from people who can confirm your good moral character.


👉In other words, USCIS will look beyond paperwork and into your daily life and reputation.


These changes show that USCIS is paying closer attention not only to your records but also to your behavior, reputation, and community ties.

  • Highlight your positive factors—family ties, work, education, and community involvement.

  • Make sure your documents are complete and accurate.

  • Be ready to provide additional proof of your good moral character.
